- and management actions that agencies should take to facilitate
- conversion from current FIP resources to replacement resources.

- 6. Definition. "Augmentation" means adding to or upgrading
- existing FIP hardware or software to increase its productivity or
- prolong its useful life.

- 7. Discussion.
-
- a. Planning and management actions. Conversion from current
- FIP resources to replacement resources can be complex and costly.
- Therefore, planning for future conversions to reduce the risk and
- cost of conversion, enhance competition, and improve the efficiency
- of operations should be a principal goal of agency management.
- Agencies should take action to minimize the risk and cost of
- conversion, foster competition in subsequent acquisitions, and meet
- contingency requirements in current operations. This action will
- ensure system portability and enhance opportunities for sharing.
- Agencies should take the following steps, as a minimum, to meet
- these objectives:

- (1) Consistent with approved disposition schedules, purge
- software and data bases not essential to agency needs.
-
- (2) Identify and document relevant characteristics of all
- application software; e.g., programming language, number of source
- statements or lines of code, type and size of records and data
- files, and security provisions.
-
- (3) Use software design and documentation techniques that
- make conversion to new or replacement systems easier.
-
- (4) Use Federal standard or other American National
- Standards Institute (ANSI) higher level languages to the maximum
- practicable extent in developing new applications. Document agency
- files with the justification for using nonstandard languages
- whenever a waiver is granted.

- (5) Avoid the use of agency-defined features and
- vendor-supplied nonstandard extensions in higher level language
- compilers. If it is necessary to use these features and
- nonstandard extensions, document agency files to support their use
- and retain the documentation to manage the software during its
- system life.

- (6) Develop applications requiring redesign in Federal
- standard or other ANSI standard higher level languages, unless the
- use of assembly or other languages is clearly justified on the
- basis of operational requirements or demonstrable economy and

- efficiency. Document agency files with the justification for using
- nonstandard languages at the time the waiver is granted.

- (7) Use software offered and supported by manufacturers of
- different product lines of FIP equipment (i.e., other than
- plug-to-plug compatible equipment) or designed to conform to
- Conference on Data Systems Languages (CODASYL) specifications.
-
- (8) Rewrite application software written in assembly or
- other nonstandard languages in Federal standard or other ANSI
- standard higher level languages to foster competition in subsequent
- acquisitions.

- (9) Review, revise, and update documentation, as
- necessary, to reduce the risk and cost of future conversions and to
- ensure that FIP resources will operate on backup facilities.
-
- b. Conversion studies.
-
- (1) FIRMR 201-20.203-4 requires--
-
- (i) Federal agencies to perform a conversion study for
- all acquisitions of FIP resources, except for initial acquisitions
- where no FIP resources exist; acquisitions of FIP equipment
- peripherals only; or the exercise of a purchase option under a
- leasing agreement.

- (ii) That the conversion study be commensurate with
- the size and complexity of the requirement and include any cost of
- conversion that can be stated in dollars, as well as other expenses
- directly related to the conversion.

- (2) The conversion study should include, as a minimum--
-
- (i) Problem definition;
-
- (ii) Inventory of components for the current system;
-
- (iii) Description of the operating system environment;
-
- (iv) Inventory of application programs and data files
- to be converted;
-
- (v) General description of the target environment,
- including performance requirements and constraints or limitations
- on the functional definition of the requirement dictated by user
- needs;

- (vi) Recommended approach to accomplish the conversion
- tasks, including analyses of alternative approaches, with a
- benefit/cost analysis for each approach; and
-
- (vii) Specific agency actions to be taken to reduce
- the cost and risk of future conversions.

- c. Allowable conversion costs. In determining conversion
- costs, FIRMR 201-20.203-4 requires agencies to include any cost of
- conversion that can be stated in dollars, as well as other expenses
- directly related to the conversion. The following are examples of
- costs that may be considered in determining conversion costs:
-
- (1) Firmware required solely to permit the continued use
- of application software.
-
- (2) Site preparation and modifications to installed
- environmental controls.
-
- (3) Parallel operation of the old system during the
- conversion process, including off-site data processing support.
-
- (4) Travel and training expenses, including pay and fringe
- benefits of Government employees during attendance at formal
- classroom training courses.
-
- (5) Existing software written in Federal standard or other
- ANSI standard higher-level language.
-
- (6) Application software written in assembly or other
- nonstandard languages that will continue to meet essential agency
- mission needs without redesign.

- (7) Mission essential application software to be developed
- for operational use before the augmentation or replacement FIP
- equipment and operating system software is installed (or before
- commercial FIP services are acquired).
-
- (8) Conversion of data bases, data base design changes,
- and data base management systems (DBMS) to the extent necessary to
- permit the continued use of existing application software.
-
- d. Conversion costs not allowed. In accordance with FIRMR
- 201-20.203-4, the costs associated with the following shall not be
- included:

- (1) Conversion of existing FIP software and data bases
- that would be redesigned regardless of whether or not augmentation
- or replacement FIP resources are acquired.

- (2) Purging duplicate or obsolete FIP software, data
- bases, and files.
-
- (3) Development of documentation for existing FIP
- application software.
-
- (4) Improvements in management and operating procedures.
-
- 8. Cancellation. FIRMR Bulletin 46 is canceled.
